Tour Operator Licensing Forms

The Department of Environment and Primary Industries (DEPI) does not grant licences directly, the relevant land manager is the main point of contact for Tour Operator Licences.

The first step is to contact the land manager to discuss your planned activities and the process involved in obtaining a licence. If you plan to conduct activities across multiple sites managed by different land managers, then you will need to obtain a licence from each.

If your proposed tours and activities are in national and state parks and state forests, you should contact Parks Victoria on 131 963.

If you are unsure who the land manager is, you should contact DEPI on 136 186 or email licence.reforms@dse.vic.gov.au, providing the name and address of the reserve.

A tour operator application form for the 2012/2013 financial year is available below, together with a trip return form and a template for licences issued under the Crown Land (Reserves) Act 1978. Following recent advice, the forms and template have been updated to clarify that tour operator fees do not attract GST.
