Pricing and licensing guidelines for spatial information support the commercial and legal platform required to safeguard the interests of both providers and users alike.

Vicmap Products and Services

Vicmap is a set of spatially related data products made up from individual datasets. They are the foundation that underlays most spatial information in Victoria.

Vicmap products are produced and managed by Spatial Information Infrastructure, Department of Sustainability & Environment.

Spatial Information Pricing & Licencing Policies

The Spatial Information Management Framework is based on the application of consistent information management principles accross a distributed network of autonomous data custodians operating throughout the whole spatial community.

Under the coordinated information framework, participants will be required to commit to the information management and custodian principles; develop spatial information related programs within the framework; and integrate their spatial information into their business systems.

The principles on which pricing have been based are:

• Prices should not be an impediment to use
• Revenue obtained from distributing spatial information should be used to maintain and develop it to the standard required by users.

Annual Price Review
Spatial Information Infrastructure DSE review the pricing of Vicmap products and services annually to ensure the objectives of the Pricing and Licencing Policies are maintained.

Licencing

Rights and restrictions in the access to Vicmap Products are managed through annual access licences. In general, the licence allows licensees to use the data for personal use or within their own business but does not permit the data to be commercialised or on-sold.

Distribution

Vicmap is distributed by DSPs and VARs, with Department of Sustainability & Environment (DSE) taking a wholesale role. The objective of this approach is to promote industry development, and for DSE to focus on production and development while DSPs focus on marketing and sales. Multiple DSPs have been engaged to provide a competitive market.
There is a small group of users who obtain Vicmap products directly from DSE, generally as a result of an existing contractual arrangement or agreement.
