Metadata is information about data or data sets. Metadata is essential for the user to determine correct use of a data set, whether in digital or analogue form. The following is the metadata for the Victorian Planning Schemes Geographical Information System (GIS) Map Data. The Planning Schemes Online maps are generated from the Victorian Planning Schemes GIS map data.

Abstract VICPLAN is the Geographic Information System (GIS) database representing all of the State's current municipal planning scheme map data for Victorian Planning Schemes. The data is stored in a number of files for each scheme. Typically, for each municipality, this consists of a single zoning file plus a number of overlay files. In addition to these zones and overlays, around metroplolitan Melbourne there is an Urban Growth Boundary (UGB) providing protection to Melbourne's green wedges.

Lineage The Metropolitan scheme map maintenance began in 1955 with the production of the 1954 Interim Development Order. It was maintained continuously within the Melbourne Metropolitan Board of Works, (MMBW), Planning Branch until 1985 when the MMBW Planning Branch became part of a new Planning and Environment Department and the maintenance has continued within State Government to the present. During this time the name/s of the data changed from the Melbourne Metropolitan Planning Scheme to the individual Municipal names (pre Local Government amalgamation), to the new (now current), Municipal names. The original digital data was captured and stored in an Eagle GIS.

Metropolitan planning scheme digital data capture began in the late 1980's/early 1990's and was captured by Planning mapping staff matching zone boundary nodes to VicMAP - Property cadastre nodes. Where zone boundaries deviated from VicMAP - Property cadastre, The staff used the Department's hard copy zone boundary definition information contained in 1:2500 cadastral plans or existing definition plans which had been produced at various times and various scales since 1955. All these plans contained dimension information that was used to align zone boundaries in relation to VicMAP - Property cadastre.

Regional data was captured by external contractors matching zone boundary nodes to VicMAP - Property cadastre nodes. Where zone boundaries deviated from VicMAP - Property cadastre then the relevant local Government authority was consulted for zone boundary definition information.

Data was realigned to a more current version of VicMAP - Property cadastre as part of the Department of Infrastructure’s (DOI) change from the Eagle GIS to MapInfo in 1999/2000. Updates of the DOI corporate copy of Vicmap Property involved realignment of planning scheme data where new or altered cadastral boundaries coincide with zoning boundaries. Change of Governmental processes has seen the Planning Area within DOI transferred to the Built Environment division within the Department of Sustainability and Environment and then recently become part of the new Department of Planning and Community Development (DPCD). Future updates of the DPCD corporate copy of VicMAP - Property will involve realignment of planning scheme data where new or altered cadastral boundaries coincide with zoning boundaries. Information Services unit, Statutory Systems within the Office of Planning, Heritage and Urban Design, maintain the planning scheme data with weekly amendment updates in Mapinfo format (as individual files for each zone/overlay in each local government area and other planning schemes).
Positional Accuracy Is as accurate as VicMAP - Property cadastre to which it is aligned
Attribute Accuracy Planning Scheme data stored in MapInfo tables includes 3 critical attributes.
  1. Zone Number


  2. A unique number used by DSE for automatic issuing of planning certificates.

  3. Zone Status


  4. A single character that represents the current status of the data.

    ie. approved data, (attribute 'g'), or

    exhibited data, (attribute 'p')

  5. Zone Code


  6. A unique code that links map data to the written part of the Planning Scheme.
Logical Consistency Data is mainly polygons, with the exception of line data for the Urban Growth Boundary.

All polygons are attributed with at least the 3 critical attributes described in Attribute Accuracy.

Polygons within the Zoning tables do not overlap.

Some polygons within Overlay tables may overlap.

All polygon boundaries close.

The Zone Number attribute relates to the Zone Code attribute.
Completeness A complete data set exists of current approved planning scheme map data for all Victorian Planning Schemes with the exception of the Port of Melbourne Planning Scheme.
