The NVX market is open

We are pleased to announce that the Native Vegetation Exchange (NVX) Trial market is open as of Wednesday 1 February, 2012.

Clear communication will be provided throughout the Trial regarding timing and the expected closing date.

Opening hours

The NVX market and Helpdesk is open:

Monday - Friday 10am-2pm

Thursdays - 6pm-8pm

Updates

The FAQ's were updated on the 21 March 2012. Please check these FAQ’s for the latest Trial information.

The Sample Landowner Agreement has been updated on the 2nd November 2011 to provide improved flexibility to Landowners. The additional clause, 6(4)(i) allows Landowners to transition from the NVX Trial to the Bushbroker program after the completion of the NVX Trial.

What is the Native Vegetation Exchange?

The Native Vegetation Exchange (NVX) is an online system which matches buyers and sellers of Native Vegetation Credits.

These credits are highly sought after by developers who are required to offset any clearings by protecting and preserving native vegetation of a similar extent and/or quality elsewhere.

DSE’s BushBroker scheme has established a market for valuing native vegetation by generating and trading native vegetation offsets.

The NVX builds on this scheme by automating the matching process and providing a convenient online system for buyers and sellers of Native Vegetation Credits.

The NVX will be trialled in the Gippsland Plain bioregion. The market will be open for approximately 6 months. Clear communication will be provided throughout the Trial regarding timing and the expected closing date.

The NVX Trial is regulated by Victoria’s Native Vegetation Management Framework.

What does NVX mean for you?

If you are a landowner in the Gippsland area, you may be eligible to be paid for protecting, managing and improving native vegetation on your property. This could include payment for permanently protecting a site, and for works to improve the site like planting native trees, fencing, or weed and pest control. The NVX system enables you to submit offers to developers who require the offsets that you generate via these works.

If you are a developer and you need to buy Native Vegetation Credits in the Gippsland area to offset your clearings, you can use the NVX system to find and purchase Credits.

What are the benefits of NVX?

NVX is convenient

  • NVX finds Credit matches which are compliant with the Native Vegetation Management Framework’s like-for-like rules.
  • NVX can instantaneously facilitate trades where one or more buyers are matched with one or more sellers.

NVX is fair
  • Buyers and sellers of Native Vegetation Credits can make trades.
  • Buyers and sellers can view all current bids and prices, and previous trades.

NVX is secure
  • All Credits traded on the NVX meet the Department of Sustainability and Environment’s (DSE) quality standards.
  • All trades are binding.


Background

Under Victoria’s Native Vegetation Management Framework, the removal of native vegetation in Victoria generally requires a planning permit. Where clearing is permitted, it must be offset with gains in the extent and/or quality of sufficiently similar native vegetation. Offsets can be secured on the same site, or on another property (‘Third-Party Offsets’).

Native Vegetation Credits are a DSE quality-assured source of Third Party Offsets secured on privately-owned land. They represent an improvement in the extent and/or quality of native vegetation that is subject to a permanent management agreement and are recorded on DSE's Native Vegetation Credit Register.

When a trade takes place, the parties to that trade will be recorded on DSE’s Native Vegetation Credit Register. Once payment is made, the buyer will receive a Native Vegetation Credit Extract as proof of the secured Native Vegetation Credits.
