Introduces the Urban Growth Zone and accompanying schedule at 37.07 to the Victorian Planning Provisions and applies the Urban Growth Zone to five planning schemes (Cardinia, Casey, Hume, Melton & Wyndham); amends reference to Precinct Structure Plans in Clauses 12 and 14 and amends Clause 66.03 to include a referral requirement in the new Urban Growth Zone .
