The course focuses on the basic planning competencies required in the planning office. The program is presented as a sequence of planning units.

The first day is presented by an expert facilitator Bruce Turner on the important role of mediation in resolving issues and applicant disputes before they require intervention. On the second day the morning session covers the vital area of public land management and usage. The afternoon session introduces participants to essential architectural plan reading skills and the information presented on plans. The course involves interactive workshop material.

Day 1 – am: Mediation in planning and working with applicants and objectors
Mediation is an alternative dispute resolution method to resolve disputes without the need to refer planning disputes to a formal hearing at VCAT. The morning component will be more structured but the afternoon session will include a workshop program to enable participants to practice effective management techniques and remain focussed on moving the application forward. The participants will learn:

  • To understand the causes of conflict and the process of mediation
  • The essentials of the mediators role
  • To develop core skills to make the process work
  • Quick techniques to deal with aggression.

Day 2 – am: Public Land Usage
This half-day course provides an introduction to the control, management and planning of public land in Victoria, particularly Crown Land. As students will learn, the planning scheme is just one of several layers of control which govern land used for parks, reserves, utilities and public facilities. Learn the concept of land status, the legislation governing public land, councils' role as land managers and a quick look at coasts, roads and rivers.

Day 2 – p.m: Elementary Plan Reading Skills
This practical workshop has been developed for planners and planning assistants who need to analyse information on plans and interpret architectural drawings which are submitted for planning approval. The course is presented by Chris Harty of Christopherchris Architects and reinforces matters of measure, scale, orientation, overshadowing and levels.
