400 - 430 City Road, Southbank
The Minister has received a request from Urbis, on behalf of Wadhawan Holdings, to amend the Port Phillip Planning Scheme, pursuant to section 20(4) of the Planning and Environment Act 1987 (the Act) to facilitate a proposal to redevelop land at 400 - 430 City Road, Southbank for a mixed use development comprising residential, apartments, a hotel and associated facilities, retailing and car parking.
In order to inform his decision, the Minister for Planning has requested the PDP to provide:
- A concept appraisal of the project, having regard to the general and precinct specific objectives of DDO 8.
- Advice in relation to the appropriate planning controls for the project and options for progressing the development proposal.
In preparing its advice, the Minister requested the PDP work closely with Council officers, the applicant and key government agencies, and to consider the Moonee Valley Planning Scheme and relevant State Policy.
Pakenham Racecourse Redevelopment
Pentridge Prison Redevelopment, Coburg
The Minister for Planning has requested the PDP to provide advice in relation to the following matters:
- Undertake a peer review of the merits of the Masterplans in terms of urban design principles, heritage, and retail/economic issues, and other key issues.
- How the Masterplans align with, and contribute to, the broader objectives for the Coburg Principal Activity Centre expressed in the Coburg 2020 Structure Plan.
- Review the issues emerging from the public submissions.
- Options to resolve any area of contention remaining between the Council and the two developers.
- Options to streamline the statutory planning framework and approval processes for the site.
The Masterplans are important documents for the two developers, decision makers and the community, to provide certainty about use and development that can occur on the site. The existing Masterplans were prepared over 6 years ago and do not reflect current site ownership, market conditions or state and local policy, including the Coburg 2020 Structure Plan. There is an urgent need to review the Masterplans for this site to inform planning decisions.

Forges Site, Footscray
Brigalow Nominees has prepared concept plans for the redevelopment of the Forges Site, Footscray, for a mixed use development comprising retail at ground floor, carparking at podium level and three 9 storey residential towers.
The Minister for Planning requested the PDP provide a concept appraisal of the proposal and to provide advice in relation to:
- the mix of uses and diversity of housing proposed
- the intended delivery strategy for the project
- the urban design merits of the proposal
- the net community benefit of the proposal
- the extent of notice of the application required, if any.

1 Ascot Vale Road, Flemington
The Minister for Planning has requested the PDP to provide advice in relation to the following matters:
- The applicant's delivery strategy.
- The statutory and strategic planning context (including state and local policy and previous planning decisions for the site by Council and VCAT).
- The urban design merits of the proposal.
- The net community benefit of the proposal.
Werribee Plaza Extension
The Minister for Planning has requested the PDP to provide advice in relation to the following matters:
- The appropriateness of removing or increasing the retail floor cap.
- Concept appraisal of the revised plans having regard to relevant environmental issues and achieving best practice urban design.
- The appropriateness of relocating the gaming machine facility.
- The appropriate processes to implement recommendations in relation to the above matters.
The PDP Report has been released by the Minister and is attached.

Eastridge Chirnside Park - (The KFT Proposal) 248-268 Maroondah Highway
The Minister for Planning has requested the PDP to provide advice in relation to the following matters:
- A review of the Draft Urban Design Master Plan for Chirnside Park.
- An appraisal of the KFT development proposal with regard to the Draft Urban Design Master Plan for Chirnside Park, Melbourne 2030 and issues raised to date by Council.
- Advice in regard to the best options for progressing KFT's development proposal.
Fountain Gate - Narre Warren Principal Activity Centre - 'Casey Main Street'
The Minister for Planning has requested the PDP to provide advice in relation to the following matters:
- The appropriateness of removing or modifying the retail floor space caps and limitations.
- The design principles/outcomes to provide a framework to guide development and integration of the precincts.
- The appropriate process to implement recommendations in relation to the above matters, including any changes to the Casey Planning Scheme and relevant Incorporated Document.

Watergardens - Stage 3
Watergardens Town Centre is part of the Sydenham Transit City. Watergardens Town Centre Stages 1 and 2 has been approved and constructed. Queensland Investment Corporation is now seeking approval for Stage 3.
In accordance with the General Terms of Reference of the PDP, the Minister for Planning has requested the PDP to provide advice in relation to the following matters:
- The appropriateness of removing or increasing the retail floor cap.
- Concept appraisal for Stage 3 of Watergardens Shopping Centre having regard to relevant environmental issues and achieving best practice urban design.
- Peer review of draft future planning provisions for the area currently covered by CDZ1. This should include advice on the adequacy of the current strategy and its implementation (including the Master Plan and the Regional Structure Plan), and the most appropriate and effective use of the Victoria Planning Provisions, having regard to relevant environmental issues and achieving best practice urban design.
- The appropriate processes to implement recommendations in relation to the above matters.
The Minister also asked that the PDP have regard to any specific documents that are relevant including the Sydenham Regional Activity Centre Structure Plan 1999 and the Sydenham Transit City Master Plan 2006.

Footscray Transit City
In accordance with the General Terms of Reference of the Priority Development Panel (PDP), the Minister for Planning has requested the PDP to provide advice in relation to the following matters:
1. For the Station precinct review the appropriateness of:
- including the Footscray Planning and Urban Design Framework as an Incorporated Document or alternative provisions to give it statutory effect;
- the existing schedule to the PDZ; and
- extending the existing PDZ to include the acquired Irving Street properties.
- the outcomes of the peer assessment of existing planning scheme controls and strategic planning documents; and
- an appropriate course of action for progressing the implementation of the Planning and Urban Design Framework, Transit City objectives, and any recommendations from the peer assessment.
Footscray Station Precinct Part 2: Footscray Market
The Minister for Planning has referred to the Footscray Transit City PDP Report in which it recommended that 'consideration should also be given to extending the PDZ to the Footscray Market... in future planning'.
The Minister for Planning recognised that although beyond the original scope of referral, this site is recognised as a key gateway site which represents significant strategic redevelopment opportunities, with the potential for development which integrates and creates synergies with the Station Precinct.
The Minister requested the Priority Development Panel to provide recommendations in relation to:
- the strategic planning and urban design analysis by SJB for the site
- drafting of PDZ Schedule 1 to include the site
- an appropriate approval process for giving effect to the amendment.
In preparing its advice the Minister asked the PDP to work closely with Council and the Department's Footscray Central Activities District Unit, and consult directly with key stakeholders, including landowners of the market and adjacent 'triangle' site.

Melbourne Racing Club
In accordance with the General Terms of Reference of the Priority Development Panel (PDP), the Minister for Planning has requested the PDP to provide him with advice on a proposed amendment to the Glen Eira Planning Scheme.
The Minister for Planning requested that the PDP address the following matters:
- whether the detail currently available for the project was adequate (having particular regard to the strategic justification of the project, potential traffic impacts and proposed future uses);
- whether additional information was required to be provided;
- the appropriateness of using the Priority Development Zone.
The public release of the PDP's Report was deferred while the issue surrounding the use and development of the triangular parcel of Crown land (Taberet car park) to the north of the Caulfield Racecourse was considered.
The Report was released by the Minister on 16 August 2009. The PDP Report is attached.

Melbourne Wholesale Market
The Minister for Agriculture has requested that the Minister for Planning prepare and approve an amendment to the Whittlesea Planning Scheme, without exhibition, and assume responsibility for issuing future planning approvals for the development of the site.
In response to that request, the Minister for Planning has asked the PDP to provide advice about the appropriate form and content of the planning controls, the appropriate means of introducing the planning controls and an appropriate process to facilitate the project.
The PDP has been undertaking a series of workshops and discussion sessions and has attended public information sessions organised by the proponent, to inform itself in preparing its advice to the Minister.
