Reports relating to proposed changes to a Planning Scheme are submitted as Planning Scheme Amendment Panel Reports and/or Advisory Committee Reports.

Planning Scheme Amendments Panel Reports
Details of panel reports for Planning Scheme Amendments can be viewed on Planning Scheme Amendments ONLINE. Proposals that are the subject of more that one amendment will be listed under each of the relevant amendments.

By following the instructions provided and selecting the relevant entry, the panel report for that amendment (if available) can be viewed by selecting the 'Panel Report' link at the start of the record.

Advisory Committee Reports
To view a particular Advisory Committee Panel Report, select the relevant project from the following list :

Section 151 (1) of the Planning and Environment Act 1987 allows for the Minister for Planning to establish committees to advise on any matters which the Minister refers to them. These committees are referred to as 'Advisory Committees'.

Advisory committees are generally established to consider matters under one of the following categories:
  • Site specific proposals - established to consider proposals for a specific site, and are usually for a particular development of that site.
  • General or policy - established to review planning controls that do not necessarily apply to a particular site or area, i.e. car parking controls and planning provisions.
  • Appeal call-ins - matters called-in by the Minister for Planning from the Planning Division of the Victorian Civil and Administrative Tribunal
Unlike Planning Scheme Amendment Panel Reports, Advisory Committees reports are not automatically made publicly available 28 days after the submission of the report. The reports are released at the Ministers discretion. This usually happens once a final decision has been made on the matter under consideration.

A list of major Advisory Committee reports that have been submitted are listed below. The reports are either listed under the municipality that the proposal falls within or in the case of Advisory Committees that do not affect a particular site, a name that the project is generally known as.
