Planning Permit Activity in Victoria
Regular reporting on planning permit activity in Victoria is now fully implemented in most councils and for those planning areas where the Minister for Planning is responsible.
We now have access to more data and information about planning than ever before. We can track trends in planning permit numbers and analyse the types of permit applications and the way in which they have been processed. Trends can be analysed by planning scheme, aggregated and viewed at metropolitan, rural and regional levels, or rolled up to provide a Victoria-wide picture of planning activity.
This information is vital for informing planning decisions, measuring outcomes and improving services.
The development of planning permit activity reporting is one of the e-Planning Roadmap initiatives being undertaken by councils, the Municipal Association of Victoria (MAV), and the DPCD.
Planning Permit Activity Report 2007-08
Planning Permit Activity in Victoria 2007-08 is the fifth annual report published. This year’s report includes new information, including new data about the value of works and fees and the timeliness of decisions. It also presents some previous data in an improved way.
The report provides summary information about planning activity across Victoria, with overviews of metropolitan Melbourne and rural and regional Victoria.
Detailed analysis is included for each council area including:
- what they are for
- the value of the works proposed
- how long they take to be processed
- how many are advertised
- how many have been referred to other agencies
- how many objections have been received
- trends in the number of applications received
- and much more…



The 2007-08 report is available for downloading from the Planning Permit Activity Reporting System (PPARS) website. However, as this is a large file the report may also be downloaded in smaller sections below:
PPARS is an online data store which has enabled the introduction of standardised monthly automated reporting from the 80 Victorian responsible authorities. PPARS went live in May 2007 and councils are now submitting permit activity returns electronically to the system.
