Housing Growth Requirements
Melbourne’s population is growing and will be home to five million people faster than previously anticipated. Melbourne @ 5 million builds on the foundations of Melbourne 2030 to create a refined settlement structure for the city. Good planning will allow Melbourne to remain one of the world’s most liveable cities as our population increases.
Housing Growth Requirements will be a key means of achieving a shift in housing starts to established areas through:
- assessment of housing capacity in each metropolitan municipality;
- settling on requirements for each metropolitan municipality;
- developing local housing strategies that facilitate housing development and diversity.
- a common program to be developed across Melbourne;
- councils to plan with greater certainty;
- supporting requirements, including service providers, to work towards clearer plan.

Housing Capacity Assessments
The Victorian Government is funding the systematic assessment of residential development capacity and constraints across Melbourne as the first stage in the Housing Growth Requirements process by:
- initially working with six councils to pilot assessment methodologies;
- engaging consultants to develop and test methodologies.
Detailed housing development data has been commissioned to inform the capacity assessment process. The data will provide more detailed information than has previously been available on what housing development has occurred across Melbourne over the last five years. Reports will be made available to councils and other agencies early in 2010.
In April, Minister Madden announced grants totalling $1.5 million for metropolitan councils to assist in delivering more housing choice for all Melburnians.
The Government is tendering the housing capacity work to be undertaken across Melbourne. Tender submissions have been received and are currently being evaluated.
Further support to councils will be considered in future years as implementation proceeds.

Regional Housing Statements
Regional Housing Statements provided a strategic framework for planning for the housing needs of metropolitan Melbourne.
Following the introduction of Melbourne 2030, Regional Housing Working Groups were created as forums to highlight housing issues and needs, identify challenges, and determine innovative and sustainable approaches to address issues that were specific to each region. This provides an important input into Housing Growth Requirements, and has also informed state and local government policy development.
Feedback from local government to the Department emphasised the value of this process for both state and local government planning. The Department is currently considering the most effective manner to build on the benefits of this process in Housing Growth Requirements.
