Place Management
Melbourne 2030 encourages mixed used development, activity, and living in designated Activity Centres around key transport and access nodes. These Centres also have a range of stakeholders, residents and community who are affected by the many policies, plans and procedures being implemented. As such, Melbourne 2030 Activity Centres will benefit from a coordinated and integrated approach to implementation and management of these Activity Centres.
Support for Place Managers
The Department acknowledges the importance of place management for Activity Centres. It has provided funding support to local Councils who employ place managers through its Central Activities Districts and Transit Cities and Creating Better Places programs.
The Department acknowledges that place management is a broad and emerging profession that has no set definition or boundaries. To assist current and new Place Managers, the Department is in the process of developing a number of support tools on place management. These include:
- A Place Management Information Booklet to assist local government, business associations, property owners and other government agencies to understand and appreciate place management and how it can facilitate the development of vibrant activity and town centres.
- A background paper which provides both the Australian and International context for place management, related issues, roles, responsibilities and challenges of place management. This paper also provides a matrix style guide to identify the need for a place manager position for a centre and appropriate skills, roles and responsibilities for that role. It also provides a spectrum of expectation and success indicators that will help prepare the place managers, once appointed, for their designated roles.
- A database of place manager position descriptions, which are varied and not necessarily endorsed by the Department.
- Development of a model position description and key contacts of place managers.
- Undertaking benefit assessments of a place management approach using local and international case studies.
- Funding support for place managers (as a dedicated resource to drive implementation in key activity centres) through the Creating Better Places program.
