Planning Permit Activity Reporting Project

The Planning Permit Activity Reporting project has implemented regular collection and reporting of planning permit data in Victoria. The planning process is the first step in the development lifecycle and the availability of statistical data on planning permit activity enables early identification of development industry trends. It helps to identify problems in the planning system and provides useful information to councils for organisational resource management.

Planning Permit Activity Reporting System (PPARS)
PPARS is an online data store which enables the introduction of standardised monthly automated reporting from 80- Victorian responsible authorities. PPARS went live in May 2007 and from 1 July of that year councils have been submitting monthly permit activity returns electronically to the new system.

The centrally stored data enables further analysis to be carried out to inform planning decisions, measure outcomes and improve services. The standardisation of data allows for easier comparative analysis across councils and regions, and enables the creation of customised reports on virtually any data fields or sets.

Council officers have access to detailed reports and can design their own custom reports for automatic generation every month.

Data may also be exported and integrated with other planning data for spatial analysis and preparation of detailed maps and interactive displays.

The PPAR team is available to advise about opportunities for analysis and will be visiting councils throughout 2009 to ensure that they achieve the most benefit from the wide range of reports and information now available.

PPARS is an e-Planning Roadmap initiative being implemented in partnership with councils and the Municipal Association of Victoria (MAV).

PPARS Data Requests
Requests for data from the Planning Permit Activity Reporting System can be made using the PPARS Data Request Form below. This form may be downloaded, edited, saved and then emailed back to the PPARS administrator. It is also recommended you download the PPARS Return Data Sheet as a reference when filling out the form.

Please note that, unless otherwise arranged, a minimum of three days is required to extract and prepare a data request. Please take this into consideration when making detailed requests. Also note that all data remains the property of the Responsible Authority that provided it. As such, certain types of detailed data may be unavailable for some data requests.

Planning Permit Activity Report 2007-2008
The Planning Permit Activity in Victoria 2007-08 report has been released and is available from the Planning Permit Activity Reporting System (PPARS) website. The report provides information about planning applications lodged with all Victorian councils over the 2007-08 financial year. Previous reports are also available at PPARS. Responsible Authority Requirements
In conjunction with the data dictionary, the responsible authority requirements documentation provides the project and technical guidance to council system vendors to enable them to create a project plan that meets the PPAR objectives, and to write a functional specification to allow their systems to interoperate with PPARS. It defines an XML/Schema which allows the data to be transported from the council system to PPARS.

Data Dictionary for the Planning Permit Activity System
The data dictionary standardises the recording of planning data by councils once necessary changes to council software systems are made. See the information sheet below for more information.
