What is the e-Planning Roadmap?
The e-Planning Roadmap is a five year strategy to guide the future development of planning systems in Victoria. It outlines a way for all planning stakeholders to collaborate to provide a range of effective, integrated computer-based services to planning stakeholders.

Why prepare a Roadmap?
Over the past ten years, State Government and councils in Victoria have developed systems to support their role in the planning process. Victorian Government systems support planning applications online, planning schemes and maps online and planning permit activity reporting. There are over 70 Victorian councils who use proprietary software systems from 13 private vendors.

In 2006, the Federal Government provided $40 million to the local government sector nationally to improve the electronic service delivery capacity of local government through the Regulation Reduction Incentive Fund, much of which targeted improved planning processes.

Despite e-Planning systems becoming a major business activity for stakeholders, there has historically been no strategic view about how these systems should be developed or integrated in the future. This has lead to duplication of effort, lack of alignment between systems and legislation, high costs, lack of common standards, scarcity of skills and resources and lack of clarity about roles and responsibilities.

e-Planning Council
The e-Planning Council is an expert working group that will oversee the implementation of the e-Planning Roadmap, consistent with recommendation 2.1 of the cutting red tape in planning report. Responsibilities of the e-Planning Council include:
  • providing input into the overall strategic direction of the Roadmap
  • representing the interests of the stakeholder community and advising on appropriate methods of communication, consultation and engagement
  • helping prioritise Roadmap projects and tasks
  • providing input into risk mitigation strategies
  • helping monitor and evaluate implementation of e-Planning activities
  • promoting and supporting agreed e-Planning projects.
The council comprises senior representatives from the Department of Planning and Community Development, the Department of Sustainability and Environment, the Municipal Association of Victoria, Business Victoria and local government.

Key e-Planning Projects and Services
  • SPEAR Planning - the new module for the SPEAR system extends the existing functionality of SPEAR to support online lodgement, referral, approval and tracking of planning permits.
  • Planning Maps Online - an interactive map service that provides access to all Victorian planning scheme map information.
  • Planning Matters - a weekly email service that alerts you to the latest information on our website including amendments, policy and project updates, and new publications and services.
  • Planning Permit Activity Reporting System (PPARS) - an online system for the regular collection and reporting of planning permit activity in Victoria.
  • Application for Planning Permit form - an electronic form for planning permit applications.
  • Planning Property Report - a standard two-page report that provides information on the planning controls that apply to any property in Victoria.
  • Planning Schemes Online - all Victorian planning schemes online.
