Project History
On 5 July 2004, the Minister for Planning determined that the proposed Mountain View Quarry Extension required an EES.

This project requires approval under the Planning and Environment Act 1987 and Extractive Industries Development Act 1993.

The project also requires approval under the Commonwealth's Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The Commonwealth accredited the Victorian EES process as the means for assessing the relevant impacts under the EPBC Act.

Assessment Guidelines for this EES were finalised and issued in September 2004 following consideration of public comments.

Project Description
The Barro Group proposes to incrementally extend the existing Mountain View Quarry operation within an area of 490 hectares to the north, east and west of the current quarry. This site is adjacent to a foreshore reserve on the northern shoreline of Corio Bay, Avalon Airport, the Western Treatment Plant, the Spit Wildlife Reserve and a Commonwealth munitions storage facility at Point Wilson.

The proposed quarry extension will expand the extraction area in a staged manner. Stage 1 of the excavation will be carried out in an area immediately surrounding the existing quarry site that raises no significant environmental issues and therefore is not subject to the EES requirement.

Stage 2 of the quarry expansion surrounds this interim works area and almost covers the majority of Barro's land across Point Wilson. Stage 2 is the subject of the EES.
