Minister for Planning's Assessment
The Minister for Planning has released his Assessment under the Environment Effects Act 1978 which concludes the EES process. The Assessment has been provided to statutory decision-makers to inform approval decisions on this project.
Inquiry
Following exhibition of the EES, the Minister for Planning appointed an Inquiry to consider the proposal under the Environment Effects Act 1978. It was also appointed as a Panel under the Planning and Environment Act 1987. The Inquiry Panel held a Directions Hearing on 28 January and public hearings were held from 16 February until 13 March 2009.
Following the conclusion of these hearings, the Inquiry Panel prepared its report to the Minister for Planning.
EES
The Environmental Effects Statement (EES) for the Frankston Bypass was released for public comment for a period of 30 business days, from 10 November 2008 until 19 December 2008.

Project History
On 1 June 2007, the Minister for Planning determined that an EES would be required for the Frankston Bypass under the Environment Effects Act 1978.
Following consideration of public comments, the Minister approved Scoping Requirements for the EES on 29 September 2007.
The project may require amendments to the Frankston and Mornington Peninsula Planning Schemes under the Planning and Environment Act 1987 for deviations outside the land identified as Public Acquisition Overlay and Road Zone Category 1. Approval of a cultural heritage management plan for the project will be required under the Aboriginal Heritage Act 2006. The project also requires approval under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The Victorian EES process has been accredited as the means for assessing the relevant impacts under the EPBC Act.
Project Description
The Frankston Bypass would comprise a freeway, a limited access arterial road or a combination of these. It would extend from the EastLink/Frankston Freeway interchange at Carrum Downs to the Mornington Peninsula Freeway at Mount Martha.
