Melbourne 2030 Audit

The Melbourne 2030 Audit has been completed.

The Melbourne 2030 Audit focused on implementation of Melbourne 2030 and was an opportunity to take stock of implementation and how we can do things better so that Melbourne remains one of the most liveable cities in the world.

Audit Expert Group

On 11 June 2007, the Minister for Planning announced the appointment of a four-member independent expert group to assist with the Audit and to ensure all interested parties have their say on the implementation of Melbourne 2030. The Audit Expert Group have now completed their work.

The group provided advice to the Minister following the review of submissions from the community, local councils, industry and key stakeholders. In preparing its report, the Audit Expert Group considered over 200 public submissions, the Melbourne 2030 Audit: Analysis of Progress and Findings from the 2006 Census report and other information provided through consultation, workshops and correspondence.

The Audit Expert Group held two half day workshops for all submitters. Around 90 Mayors, Councillors and senior Council staff attended the 19 October 2007 workshop (co-hosted with the Municipal Association of Victoria, MAV) and over 100 other submitters attended a workshop on 20 October 2007. The group members were:

  • Chair: Prof. Rob Moodie - Current Chair of Global Health, Melbourne University. Former CEO of the Victorian Health Promotion Foundation, with almost 30 years experience in multi-disciplinary public policy roles.
  • David Whitney - An eminent Victorian planner with over 35 years experience.
  • Michael Wright QC - A specialist in planning law for 40 years.
  • Dr Ann McAfee - An international planning expert with 30 years of experience in the City of Vancouver, Canada.

Submissions, September 2007

All Victorians were invited to make a submission as part of the Audit of Melbourne 2030. A short guide to assist those making submissions was available: PDF Icon Melbourne 2030 Audit Guide To Submissions (PDF - 74 KB)

Submitters were advised that submissions should be consistent with the independent Audit Expert Group's PDF Icon Terms of Reference (PDF - 24 KB)

Over 200 submissions were received by the 24 September 2007 closing date.

Progress and Findings Report, October 2007

The Department of Planning and Community Development released the PDF Icon Melbourne 2030 Audit: Analysis of Progress and Findings from the 2006 Census (PDF - 1.5 MB)
report in October 2007.


The report outlines key findings of the 2006 Census and provides an analysis of progress made in implementing Melbourne 2030. The report was informed by early analysis of 2006 Census data, a review of Victorian Government actions in implementing Melbourne 2030 and the views of key stakeholders.
