Broadmeadows Central Activities District
In the Melbourne @ 5 million policy document released in December 2008, Broadmeadows was announced as one of six Central Activities Districts (CADs). For more information please refer to the Melbourne @ 5 Million web page.
The 2009-10 State Budget delivered $80.3 million for the Broadmeadows CAD, an area set to become Melbourne’s northern capital over the next 20-30 years.
Broadmeadows will be a regional hub for offices and services, supported by a mix of retail, leisure and transport facilities to accommodate a growing population. This investment will help Broadmeadows CAD reach its potential and become the “Capital of the North” and a vibrant centre of community activity where people can live and work.

About Broadmeadows
Broadmeadows is a significant centre servicing the Hume Growth Corridor. Broadmeadows projects are also linked to the Schools Regeneration Program (Department of Education and Early Childhood Development) and the Neighbourhood Renewal Program (Department of Human Services/Office of Housing).

Broadmeadows Projects
Of the $80.3 million Victorian Government investment, $62.9 million will be spent over five years to improve pedestrian, cycling and public transport connections and to facilitate private sector investment in the local economy. Projects include:
- An upgrade for Broadmeadows station precinct, including an improved station entrance, forecourt and passenger facilities, better access to platforms and a new bus interchange.
- Creation of an east/west pedestrian and bike path to connect residential and education areas with the station and the town centre;
- Funding to facilitate the development of affordable housing demonstration projects.
- A funding contribution towards the improvement of leisure and recreation facilities within Broadmeadows.
- Targeted investigations and feasibility studies for redevelopment in Broadmeadows.
- A package of improvements to pedestrian and cycle networks including pedestrian crossings, bicycle lanes and footpaths.
Recent projects and initiatives include:
- Proposition 3047, (the postcode of Broadmeadows) a national design competition held in 2006, which sought potential architectural design options for land parcels and important development sites in Broadmeadows. The competition helped raise awareness of Broadmeadows potential and investment opportunities.
- Broadmeadows Master Plan and Hume Central Precinct Plan, built on the Proposition 3047 work and developed a vision and plan for future development in Broadmeadows, including the investigation of land use options and site opportunities.
- Hume City Council Offices, the development of a $23 million 5 Star Green Star building which houses the Hume municipal headquarters completed in 2007. The building sets the standard in Broadmeadows for quality development and sustainable building operations.
- Global Learning Centre, a $14 million development completed in 2003 by the Hume City Council, providing learning opportunities for the wider Broadmeadows community in a central location.
- Civic Plaza Project, a $1 million joint project between the Victorian Government and Hume City Council completed in 2007, which designed and constructed a new landmark plaza at the entrance of the civic, retail and educational precincts of the town centre.
- Detailed design work for a blueprint to integrate future development in the Broadmeadows station precinct with the civic and other precincts, including road and parking studies.
- Assessment of the development potential of sites in the central activities district along with streamlining of planning processes to facilitate private sector development.
- Main Street Extension and Upgrade, a $3.7 million project for the creation of a shared space for pedestrians, cyclists and motor vehicles, turning the street into the urban heart of the city linking the Hume Secondary College with the station.
- Town Park Landscape Plan, a $340,000 joint project between the Victorian Government and Hume City Council to connect the proposed new schools, Kangan Batman TAFE and adjacent precincts in Broadmeadows and create attractive public spaces.
