On 21 June 2007 the Minister for Planning requested the Priority Development Panel's (PDP) advice on the proposed amendment to the Frankston Planning Scheme and specifically to address the following matters:
- The appropriateness of Council's structure planning work undertaken to date, particularly in relation to recommendations about building height.
- The appropriate form and content of the proposed interim controls.
- The implementation of Melbourne 2030 objectives and the strategic justification underpinning the amendment.
- Any other planning matter considered relevant to the proposal.
The PDP process for this referral was:
- Preliminary presentation by Frankston Council Officers to PDP Members in June 2007 on the key principles of the Structure Plan.
- Review of draft interim controls to implement the Structure Plan.
- The PDP Working Group invited key stakeholders to attend an interview to discuss their interests in the activity centre, the implementation of the Structure Plan, and the proposed interim controls. Interviews with developers and land owners were held on 17 July 2007.
- A discussion forum with Community Groups was held in Frankston on 25 July 2007 at which representatives were provided with the opportunity to raise key issues with the PDP Working Group Members.
The Minister for Planning approved Amendment C49 in October 2007 to introduce interim planning controls in the Frankston Planning Scheme. Information about this amendment is available in Plannng Scheme Amendments Online.
