Governance
Two external reference groups have been established to ensure the integrity and independence of scientific advice and to provide a separate forum for stakeholder debate and input on key issues.

Reference Groups

The Scientific Reference Group is chaired by Sir Gustav Nossal and has five other permanent members as well as the capacity to invite specialists as required.
  • Prof. Barry Hart, freshwater science
  • Prof. Ralph Mac Nally, landscape ecology and biodiversity
  • Dr. Ruth Beilin, social and biophysical science
  • Prof. Mark Burgman, landscape ecology, botany and conservation biology
  • Prof. Ary Hoffman, biomonitoring and climate change adaptation
This group provides a wealth of scientific knowledge on relevant areas of science such as ecological processes, botany and climate change. Understanding the science is crucial to developing well-informed policy making.

The Stakeholder Reference Group acts as a testing ground for ideas on issues related to the development of the White Paper. The group provides advice on community engagement and acts as a conduit for information flow between the department and the group's members. Chaired by Mick Murphy from the Victorian Catchment Management Council, it consists of representatives of the following organisations or interests:
