Broadhectare Subdivision Activity
‘Broadhectare’, ‘broadacre’, or ‘greenfield’ sites are land parcels that are non-urban and undeveloped. In some cases broadhectare sites are rural holdings and require a municipal rezoning before conversion to a residential use can occur. There is an on-going program of research which collates information on both recent development and short to medium term expected residential lot construction horizons. Closely monitoring broadhectare subdivision planning and take-up rates in ‘growth areas’ allows DPCD to monitor the supply of potential and zones residential land within the metropolitan area – a key performance objective of Melbourne 2030.
As at June 2007 there was an estimated lot construction potential in metropolitan Melbourne of approximately 239,000 lots – Melbourne's growth area municipalities have a potential supply of approximately 168,000 broadhectare lots of which 46% (77,000) are currently zoned for residential development purposes.
Based on consultation with the development industry, broadhectare lots throughout the metropolitan Melbourne area have been categorised in terms of ‘take-up’ rates. This means the likely timing of the development and release of these residential lots onto the market. The current picture for the expected take-up rates are shown in graph below.

Redevelopment Projects
Residential redevelopment is the conversion of sites from an existing landuse in established areas to a residential use. At present, specific site information is collected from major sites that will yield 10 dwellings or more.
Collation of project details comes from a variety of sources including municipal planning departments, large development companies and infrastructure provision agencies. This research is collected on an annual basis and provides the necessary input into various research endeavours including the Urban Development Program.
In 2007 there were 1,347 redevelopment projects which were identified throughout the Melbourne metropolitan area which cumulatively, are scheduled to yield 97,741 dwelling units. Each of these projects were in one of four principal development status ‘stages’:
Under Construction: includes projects where site construction works of some nature had commenced as at July 2006.
Construction 0 to 2 years: includes projects that have received planning approval and work is assumed to commence between 2006 and 2008.
Construction 3-5 years: includes projects that may have been lodged for planning approval but it has not yet been granted, or it has been granted conditional approval with requirements for substantially amended plans. Projects in this category may also require significant remedial work such as demolitions or decontamination that is likely to push it out of the 0-2 year supply category.
Potential construction 6-10 years: includes sites usually identified by local councils for which there has not been an application lodged but discussions may have commenced between a developer and a local council. This is more of a speculative category and pertains generally to larger sites – often redundant industrial or other non-residential zoned land that is generally considered to have some residential development potential. In some cases a notional dwelling yield is apportioned but not in all cases.
